LOBBYISTS ARE OUT OF CONTROL
As soon as each election cycle is finished, lobbyists submit their proposed legislation and requests to the elected officials that are bought and paid for. After all, those corporate campaign contributions must be repaid one way or another. Texas doesn't need more laws. It needs better laws.
The image below shows the number of bills filed on the first day of pre-filing, sorted by legislative session. In Texas, the House Rules (Rule 8, Section 7) and the Senate Rules (Rule 7.04(a)) allow legislators to prefile bills "beginning the first Monday after the general election preceding the next regular legislative session."
